Adding a new construction option to my ships

I have been trying to add a second starbase to the federation construction ships options, however Im not able to get it to show up in the gaming menu. In the odf file I added the line builditem13 = "fbase2" however Im unableto make it show up in the list of buildable options 

Im hoping to have two different starbases to work in concert with each other adding a different strategy to the game but as far Im not having any luck.

ok i had this issue also now i aint sure if actual a2 supports greater than build item 12 but if it does then place this odf in the commands folder in the odf section (backup the old version first)

This is an a2 problem and not an FO problem right?

probably apparently a2 has max limit of 14 fo has over double that

Unless this is an FO problem and he put the new base as the last last item after the halt button.

That is essentially it. This limit, afaik, is hardcoded. If you want to have more buildable stations, you'll need a second construction ship. It's easy to do.
