Armada 1: AI won't build fleets or attack!

Talk about anything related to old versions of Armada.

I play the original Armada.

Running Windows 7. Downloaded patch 1.2. Even the unofficial 1.3 floating around the internet. No difference made.

AI will not build beyond the first tier shipyard and a few ships, let alone attack. Content for very minor skirmishes around dilithium moons or scouting. Wiped out with ease and a yawn. It didn't use to be this way. On an older computer, I dealt with fleets of incoming ships to my base and I was happy about it. Now... the magic is gone. I even downloaded an AI mod and, though it built up a nice base, again... no fleets. Federation is worse - dilithium mine and, after the mod, 7 or 8 nice looking construction ships to add to that. Yuck.

Why, Armada, why? D:

Any suggestions? I couldn't even launch the game until 1.2. (On the older computer, I never patched the game.)

if i remember from old experience in armada 1 the Ai won't build any fleet if it doesn't have 2 moons to fully mine from
If it has 3 moons it will always build fleets and ships to attack instead of using resources to build a mining station for 3rd moon.

I only tried a few maps, but I'll play around and see if one with a 3rd moon works out. It's disappointing because I never experienced this issue with any maps on the older (and sadly, quite unavailable) computer before. Waxing nostalgic here.

Edit: no change in AI behavior.
