Armada 2 Patch Project and Windows 8

I can't get the Patch project to install under windows 8 and I do have the 1.1 patch in my Armada folder. Is there any trick to get it to work.

Where is A2 installed? Also, it may be easier to install Fleet Ops then add the STA2 Classic Mod to that than try getting A2 working.

I have Star Trek Armada 2 in C:\Programsx86\Steam\non steam games\Strategy\STA2 Classic

How you install it as a mod for FleetOps?
