I like this design done by Atolm. The current version available is done by Pepperman. Who I am sure would not mind if it is used in Fleet Operations.
The Role of this Ship:
I believe that the best role that will fit this vessel would definitely be perfect Late-Game Support Ship. While most Romulan ships seem to be focused on overpowering Early and Mid game ships. This support vessel will act as a silencer to enemy ships. All three levels of support have to be researched unlike most support vessels.
Level 1 Research:
While all research so far unlocks special abilities, this would unlock a passive ability. The ship would create an energy field designed to interfere with enemy shield generators. Larger Shield Generators get a more severe effect.
(This is just an example)
Scouts and Destroyers: 3% shield rate reduction
Civilian Ships: 3.5% shield rate reduction
Cruisers: 5% shield rate reduction
Support ships: 7% shield rate reduction
Battlecruisers: 8.5% shield rate reduction
Battleships: 10% shield rate reduction
Stations: 15% shield rate reduction
Small size: -0.5% reduction
Medium size: No change
Large size: +0.5% reduction
Extra Large Size (Dominion Dreadnaught and similar in size): +1% reduction
Level 2 Research:
Next is a specialized weaponry, that uses the ship's warp field to recharge allied ship's shields. While the ship recharges the shield of an ally, the ship speed is cut by 40%.
Level 3 Research:
Level three is a very expensive research, no cheaper than the final upgrade for either weapon or shield systems. It is the infamous Holo-Cloak from the Incursion. This would make this a perfect feature for the Tal'Shiar Avatar.

Looks good, just not keen on the shield reduction tech.
That sounds like a good ballence, but wouldnt it make sense to compleatly stop?
No one should have that kind of power.

Okay... then what would you recommend for Lvl 3 Tech for this ship?

It would have to be redesigned big time to fit with the Nemesis/FO Romulan style. Plus don't forget that the Serkas is changing roles now that the Raptor is back. Just have the Serkas be the late game support.

I'm joking. It's something I picked up on from Red vs Blue.

My expectations for the Serkas class was that it would be some kind of battlecruiser or battlecruiser counter.
