So here's kind of a cool idea...
What if there was a FleetOps game mode that was based on exploration?
The game would start similarly to a regular fleetops match, except that your faction would start with a weaker 'science station' instead of an outpost. 'Science stations' would be identical to starbases in every way except that they would have weak stats.
While gathering dilithium and trilithium works in a similar way to a skirmish match, tech upgrades (special abilities, chassis upgrades, collective abilities, upgrades, etc.) can no longer be researched in the normal way. Instead, the player must send science ships to 'explore' objects on the map, and the faction can obtain their next tech upgrade from the data gathered from the research.
Maps made for the 'exploration' game modes would be about 3x larger then a normal skirmish map and feature various hazards and chokepoints between player base locations. This is to insure that most battles are out in the map's no-man's land.
Obviously some factions would have to be tweaked more then others. For example, the Federation and Romulans have to research tons of tech in order for their ships to be effective, while the Borg can build cubes without any upgrades.
All in all, this would simply be a cool game variant. The end!

You mean like Sins of the Solar Empire? I wish they had a system like that but it seems like alot of programming.

Yes, exploration mod would be nice. Every time just get to build my first exploration ship to explore my neighborhood, when I'm already spying by a Borg ship and then I was attack by other Borg vessels. So, how can I go to explore, when I have to defend my territory ? :-) I must to select the bigger map to can explore my territory and can build my first battleship :-)
Besides, I like to play with Fleet Ops and being a modder and a player, I can make my own mods and create stronger ships :-) It's a good game.

I like this idea. The Borg wouldn't be a problem either. They would just assimilate phenomenon like they tried to do with the Omega Molecule. That would be their means of tech progression.
This could expand to a frighteningly-massive scale where you would end up with ships and stations unique to each map, but it could make for some epic play
