Here's an idea for another Avatar for any faction really. An avatar that uses normal ships with specials from other races not the special mixed-tech ones though. I've done something similar with stock A2 I gave the Federation a special shipyard and research station that built normal ships but they had special and normal weapons from other races. Example: The Defiant had a cloaking device and the Romulan-spy special weapon which I renamed 'Section 31 Agent' I gave the Intrepid Borg Regeneration. The Sovereign had the Cardassian Plasma torpedo overload.
For FleetOps you could change the weapons and specials and even the passives to reflect a mixed-tech heritage.
Venture - Cloak/Repair refit/Space Superiority phasers.
Sabre - Refits (Phaser Sabre (Enchanced Phaser - Monsoon level), Torpedo Sabre (phaser replaced with photon torpedos)
Monsoon - Field of Fire (Klingon LuSpet-class)
Intrepid - High Energy Phaser/Graviton torpedo (Borg)
Nova - Manual Targeting/Weapon Fatigue (Bird of Prey)
Akira - Sensor Jammer (Griffin)
Canveral - Leahval-type specials
Norway - C-11 Interception Destroyer specials
Excelsior II - Polaron Torpedo (Vor'cha)
Remoore - Qaw-Duj Specials/passives
Defiant - Vut'pa type specials. No 'Call to Arms' as it is not designed as a troopship.
Soveriegn - Negh'var specials + Call to arms
Starfleet Command could call in ships from all factions. These ships would have specials from the Federation (except the Borg...not a likely ally)
B'rel-class refit - Better weapons, hyper-impulse (Sabre)
Vor'cha- class Or Griffin - Evasive patterns (Akira)
Shrike-class - Heavy shields/proximity torp (monsoon)
K'Vort - Photon torpedo, (Excelsior, refitted launcher)
Norexan - Type 3 torpedos
Generix - (Nebula types)
D'Deredix or Negh'Var (shield recharge-Descent)
Serkas - Quadcobalt torpedo replaced with high-yield Tricobalt device (only targets buildings) Similar effect to quadcoblat.

Sounds like you have mainly focused on one race at the moment and to be honest it would ruin balance greatly as each races specials are designed to be unique to them but to also counter other specials of via races to promote mixed unique fleets.
Your idea as it currently stands would ruin that, especially looking at that fed list as it just takes every weapon from the races and gives it to the federation. As all the races are at war and the federation are not spies like the romulans how did they manage to "steal" this technology which would never be given to them?
Why would a monsoon have Field of Fire which is a high tier limited ship on a low tier ship? Your idea isn't necessarily bad but you haven't thought it through well, how it will balance, how all the races will maintain their individuality and how they got all everybody's technology. If anything a unique avatar gives one or two units, not a whole new fleet.
You'd be better of giving very few ships with new weapons from scratch that have ideas from other races instead of stealing from pre existing weapons
