The collector from insurrection would have no real use in fo, as its not set in the briar patch.
so instead we have a buildable/warpin-able modified collector.
the collector can collect gasses from the various nebulae in fleetops.
so here are some of my ideas:
Green crystallid nebs:
collecting green gas allows u to release it later, giving a shield boost to stuff nearby. of course this applies to both allied and enemy ships. the effect would be temporary and not as significant as the real green neb.
Purple mutara nebs:
collecting purple gas allows u to release it later, creating a temporary purple neb, allowing your fleet to retreat behind a sensor blocking neb. the nebula kills sensors, but is temporary, and isnt strong enough to kill shields. affects allies and enemies alike.
Blue fluid nebs:
collecting blue gas allows u to release it later, creating a temporary blue neb. it doesnt kill shields, just drains them slowly. making an obstacle. does nothing to hull. affects allies and enemies alike.
Blue (tetryon) and red (nucleon) harmful nebs:
collecting these gasses is difficult as they harm your ship, so maybe an additional refit could be required, a refit to protect and allow storage of harmful gasses. maybe this could be a temporary thing, so that the ship can only hold the gasses for a few minutes before containment fails and the ship receives large amounts of damage until vented.
allows you to carry these gasses somewhere, and dump them, giving damage to where u drop them, deals less damage than the full neb, and is temporary. damages allied and enemy alike.
EDIT: as tyler notes, i forgot to mention, this ship should be slow.
also i think it shouldnt be terribly strong, maybe war frigate defence standards.

Sounds like a decent idea, and similar to what the original did. Should be a slow mover though, it never seemed all that graceful in the movie.
Considering each Nebula is different, refitting it to each one similar to the Dominion Freighter might be an idea.

yep, i didnt mention that, and i totally agree, it should be slow. and not terribly strong, more shield than hull strength, maybe about as strong as a war frigate.

its a gas collector not a miner lol.
the refit they would need to do to have that thing mine would be huge, they might as well make a new ship lol.
maybe the sona could have another large ship for mining.

Perhaps it could also have a damaging explosion (think latinum freighters from stock). That would mean escorting it would have some risk as well.

maybe, but only for harmful nebs.

maybe when it explodes it creates a small temporary nebula of whatever it was carrying?

yh, but it lasts a smaller time than if it was released as some of the gas exploded.

Yes, destroying an opponents gas miner an releasing a healing nebula would be somewhat counter productive

sounds like a really cool idea, they are always using nebula on the shows so it'd be great to get them used more in fleet ops.
since at the minute its just for
hiding/escaping/sneak attacks/short cuts
adding it be
*collected to use as weapons
*setting up science stations next to them to collect data for advanced research
*extra resources
id like the idea of some asteroid fields to be like shattered dilthium moons that only have a limited resource amount for a quick boost but not sustainable (essentially it would work identically to the latinum nebula)
maybe there could be ship wrecks/destroyed fleet debris to collect for supply (again the same as latinum neb)
