It seems that the Federation is practically all set in terms of ideas. I'd like to however spend some time with the Klingons, Romulans, and Dominion.
Klingon Empire
The Klingons are rather well known for their thirst for battle. And the faction spends a great deal on having plenty of ships for the front lines. Hence, I believe that the Starbase should mirror that idea.
The base-line outpost has higher offensive value than the Federation base-line outpost. But significantly weaker defensive value. There would be two very different but at the same time important types of outposts that the Klingons would be able to upgrade to.
The first is the Command Outpost. This gives up some of its weaponry for heavy armor and powerful shield generators. This is meant to be a station that is meant to tank out the fleet and hold the line until reinforcements arrive. Having high-density armor to help it resist torpedoes, and shielding to help deflect some of the damage from beam weaponry. It however becomes very vulnerable to weapons that target subsystems especially its Shield Grid since so much energy is flowing through the conduits that it becomes very vulnerable to energy surges. The Command post also comes with a docking port allowing freighters loaded with dilithium or tritanium to unload at the station. It may not unload resources as quickly as an Ore refinery but it is a good bonus for a practical "wall" in space.
The second is a Front-line Outpost. This is practically a polar opposite of the Command Post. This loads the station with several advanced weapons that can make easy work with cruisers and destroyers that would try to raid your expansion posts. The weapon range is also extended to allow the station to gun down most enemy vessels before they can fire a first shot. Shielding is barely better than the base-line outpost and systems are just as vulnerable. One feature that many would like however is that you can expand it like the Klingon Shipyard. You can build three pods that give the station additional line of sight and additional medium range torpedo launchers. These would act like the Federation Quantum Platforms where the torpedoes burst fire. This station focuses on the feature of being able to attack multiple targets and spread its damage quickly.
I am working on the Romulan and Dominion ideas. But please feel free to give feedback.

Hey man, yeah I think you are absolutely right- the Klingon are all about war and that should be carried over to there ships and buildings?
and im looking forward to seeing what you are thinking about for the romulans!!

Thanks M4st. So... I was able to come up with some ideas for the Romulans.
Romulan Empire
Everyone can remember how the Romulans are very much the people who stand back and try to puppet the galaxy from afar. However in order to do that they need a good Intelligence Operation hence the Tal Shiar. While most Romulan military Commanders find that having dealings with the Tal Shiar can be both rewarding and at the same time treacherous. It proves that the Romulans are desperate to make their ships be as effective against the enemy as possible while minimizing the costliness of casualties and resources spent.
There are three types of Romulan Outpost upgrades. The base-level outpost has a higher Defense and System value than the Federation base-level outpost but significantly lower Offensive value. The First upgrade is the Intelligence Operations Outpost. This allows you to build a new Romulan Scout vessel that has double the system value and almost double the defensive value of a Talon. This new Romulan scout has the ability to place Viruses on enemy ships causing the enemy vessel to transmit its sensor readings to you. This new scout ship can also be upgraded so that it gives up its "Virtual Spy" ability for the ability to fire disruptors when cloaked. This advanced scout would also be limited production as would the Danube class.
Back to the Station, the Intelligence Operations Outpost would have a very long Sensor range allowing you to quickly gain a great line of sight. But a down side is that the high-resolution sensor grid would cause a minor drain on the shields making it not as durable as most Upgraded Outposts. However this is made up with the station able to deactivate its high resolution sensors briefly and divert the energy to give a powerful recharge of the shields. The Intelligence Outpost has additional Torpedo launchers in addition to the base-level armament and the disruptors are specialized charged with plasma to disrupt engines of smaller vessels.
The Second upgrade is aimed more towards the Research, the Subspace Network Station. This station replaces the Cloaking Generator; however it has to research the ability enabling any unarmed stations to cloak. However, another benefit to this version of the outpost is that you can Construct Integrated Data Networks. The integrated Data Networks is a passive ability that accelerates the research speed of Research facilities within Medium range of the Network Station. It also gives all of your scout ships a 20% Sensor Range boost. The research speed acceleration varies depending on which research station it is. The Tal Shiar station and the Upgrade Center both get a 5% boost. Other research stations only get a 3% boost. The quantity of the Network Stations you can have will be limited to like 3 or 5 and cannot be built to close to each other so as to avoid overlapping the Data Network Passive effect radius of each station. This station will allow you to boost the effectiveness of your fleet by getting quicker access to technology to help you get the upper hand in battle.
The third upgrade is geared towards boosting the rather painful Romulan economy through means of pre-fabrication. This would be the Industrial Construction Outpost. High Defensive Value but otherwise rather similar stats to the base-level outpost. This station can give you benefits such as improved mining rates and reduced construction costs. Similar to the Shipyard's ability to prefabricate the cores of turrets. This station can pre-fabricate the cores of any two early to mid game ship classes with the exception of the following: Civilian Ships, Talon Class, Avatar specific ships, Generix Class, and Norexean class. Pre-fabricated ships have a flat rate of 20% cost reduction in Dilithium and Tritanium. However, the supply cost of prefabrication research increases with the size of the ship you choose. From a 40 Supply cost for the Rhienn Class and as much as 120 supply for the Serkas. Its a hefty upfront cost to help you in the long run. Dilithium and Tritanium costs can also be added to the prefabrication research.
The Industrial Construction Outpost can also produce heavily armored mining freighters. For the same capacity of mining but slower speed you can have a freighter that has much more hull health. Allowing you to last longer against raids. The heavier armor however makes the freighter easier to hit from torpedoes. And there is a smaller crew compliment making them easier to capture from boarding parties.
