3.08 full patch or point-patch?

Is 3.08 going to be a full patch (meaning I only need to download FOSetup308.exe to install on top of a STAII installation) or a point patch (meaning I need to have FOSetup306.exe already installed)?

No idea, but you wouldn't be installing 3.08 onto your STAII installation as FleetOps is stand alone
Personally I am hoping for it to be a full stand alone that doesn't need the older versions.

I think he means full reinstall of FO like 3.06 or just a patch to the existing install.

it'll be a full version, there won't be a patch from the current version. (like 3.0.6)

In general when installing fleet operations, a pre-installed Armada 2 is not required. You can also use the CD. If you try to install Fleet Operations in the same directory as Armada 2, it gets deleted anyway.
If you just want to play fleet operations and aren't interested in stock armada 2, i recommend the CD "verification".
