Who is the head of the Duras faction; TaQ'roja or Toral?

The guide only mentions Toral in one line that might suggest him (that he might still have supporters), but she's the face of the group.

lore-wise, taqroja is the head of the House of Duras rebells, but they do not realy ressemble a Klingon house, they are more like well, yea, rebells
