In-Accessable "Passives"

Well, first-off, I'm not entirely sure what the term "passives" means, but I'm guessing it is some sort of "weapon" that the vessels have. I would like a detailed description on that.
I've heard that in fleet-ops, the Defiant Class vessel has ablative hull armor. Yet I can't find any way to activate it, or research it. Is it something that is done as the vessel ranks-up?
I've heard that there is a passive available on some of the Borg vessels that sends out a wave that does something. But I can't seem to find it. I think it's either for the cube, or the sphere. Is that for a specific Borg directive?

Passives are components that don't require activation. The beam/torpedo modules that you select when building a vessel, or shields and armor for that matter are examples of passive. While the transporter thing you research is an example of active.

passives are things which change the way a ship works, but don't have to be triggered by the player. hence why they are passive, as u dont need to do anything for them to do their thing.
ablative hull armour is a passive, all defiants come equipped with it, u dont have to trigger it. it has an icon on the single ship overview. ablative hull armour has 2 effects:
1) damage received from short range attackers (enemy unit being short ranged, not being close when firing) is reduced by 50%, this is a positive thing.
2) the weakness which counter balances the positive is that the hull of the defiant regenerates slower.
this passive is always on, any time something which is short ranged attacks a defiant, it does 50% less damage.
the vorcha pulse turret sovvie and t15 have ablative armour too.
lets analyse another passive called Single Stage Energy Conduits (SSEC)
it has the following effects:
1) any ship with SSEC does 31% more damage to medium ranged opponents.
2) the counterbalance is that ships with SSEC lose subsystems faster.
the kvort breen ships and leahval are famous for SSEC, when they try cloak under fire, they may lose subsystems easily when their hull takes fire. also weapons like the v-13 excessive strike (which deal direct hull damage) will hurt these ships more.

as u can see from reading that, most passives are range based.
also passives have good and bad sides, so ADAI units are great, unless your enemy makes lots of support ships. etc etc.
a lot of vessels have passives. so spams are easily countered.
passives make vessels unique, giving them roles to fulfil.
the borg ability you may be thinking of is for the optimise sphere with prime modules. they passively remove energy from the enemy. u dont have to trigger them.
EDIT: there are other passives not listed in the guide, but these are rare and only appear on 1 ship usually. like the noq duj (klink scout) has the improved tactical overlays (used to be called superiority fighter i think) passive, meaning it can hunt enemy scouts.

A lot of passives if not all are visible if you look at the ship image at the bottom of your screen (what used to be the wireframe) when you have a single ship selected. See those green boxes? Hover your mouse over them and prepare to be amazed!!!
EDIT: Thinking about it, it may be only weapon type passives that are shown there... too lazy to fire up a game to check it.

all passives have icons in the single unit overview. they have 1 icon per passive the ship has.
each weapon installed on the ship has an icon too.
each special weapon gets an icon too.
so thats normal weapons, specials, cloak, and passives.

...and, if you are asking about their "literal effect" that can be seen in the ordinance files of the ODF as well as the ship ODF.
The one that you have linked to from the guide is the Nanite Swarm ability - not a passive (it's described next to the icon).

yes as dom says, nanite factory is an active special weapon granted by installing a nanite factory module (only available as assimilate avatar) on an assimilator or pyramid.
this special weapon only does anything if u actually push the button to fire it. draining crew from nearby enemy ships.
installing the module grants stats increases like most modules.
