Seems to be a fan version of the Cheyenne Class, at least it has several identical design elements:

Yep. The model pictured rests in the level of high poly CGI (its just over the 300k mark), and the quality is exceptional.

Definately no Niagara class...

It's a "improved" Cheyenne (see above). Recognizable by the 4 warp nacelles. The nacelle design is... a Swan Stabilo / Schwan Stabilo marker pen.

The guy who did the picture simply improved the saucer to the standard Galaxy/Nebula version.

Although the descent is a fleetops design, theres something Vry similar in Klingon Academy, called the Yamato is memmory serves correctly.
