Well basically the best thing is to adapt to your enemy. If he is using a lot of small ships build ships that have pulse weapons. If he builds a lot of big ships, build ships with torpedo weapons.
For instance u said 3 intrepids destroyed a sovie. Well that is because their primary weapon is torpedo. Put 3 intrepids vs 3 or 4 sabres and u have a pretty even match, while obviously sabres cost a lot less. Now put 3 Sabres vs a sovie and see what happens lol. I bet they dont even get his shields down to 30%...
As u can see I do not belive in such golden rules, I dont think a strategy exists that would win against anything u would throw at it. Best fleets are mixed fleets tho, but they usually take time to make, especially with the Dominion and their prototypes. U must really know what u want with them lol
BTW: Beam weapons are equally good vs everything BUT they are usually less strong

Basically I just want to say, dont be stubborn on 1 strategy, be flexible and respond to your enemy moves
