while what you say is true that would be created a starting unit and cost no resources so i think my point is still valid. Also i think that the Stardock should be stronger i mean look at it its huge.

Well, I'd like to see this of some "special station" that you could only build a single time.
And I want a heavyly armed Deep Space Station for every race. Even if turtling is not good, you can crush every starbase with the left hand when giving disabling tech, like the critical shot, the romulan "holding disruptor", the klingon special weapon, the dominion special weapon from the siege cruiser... The starbase wont be able to return fire or only very slowly while you can micro the frontline-assault.
Defense platforms are far more dangerous than starbases, I think.
And I want a heavyly armed Deep Space Station for every race. I'm pretty sure you can crush Starbases late game because it's MEANT to be that way. Once again the game is FLEET Operations, not Turret or Starbase Operations. A fully upgraded Starbase is a HUGE commitment to try and destroy and will end up destroying several of your ships. People don't like to lose ships unless they are making a decisive battle and will avoid Starbases like the plague.
They are deterrents ... not offensive things. A massive Starbase with uber-weapons is ... well it's a cool idea but it's just not necessary. It will just drag a game out.

Actually, I wouldn't mind a starbase upgrade that reduces the effects from disabling weapons and specials. It makes sense that a base would be hardened against certain effects, especially if it is a base of operations for that sector. The Tavara and the Perimeter have 3 kinds of upgrades, why not the starbase?

I like this idea, but the Perimiter (and Tavara, I think) have to sacrifice some upgrades and can only up the weapons/defense once, unlike the 2 of the Outposts.

Perhaps the Starbase gets an additional two research tiers - System based, which reduce special weapon damage and duration. The tradeoff is that you only get to install 4 total upgrades.

I just want to add that Starbases will not have a large defensive role in terms of uber weapons. They can't be much of a defense in Star Trek either way. We never saw one firing something. When Kirk captured his Enterprise back, they needed a ship to follow him, they did not even have a small "no way out!" phaser.
And once the Borg invaded Starfleet, the 'last line of defense' for earth were three small ships launched from Mars, the Starbase (and we can predict that there are other large orbital structures in the Solar System, like Utopia Planetia) are unarmed or at least irrelevant in terms of firepower (perhaps a small "phew phew, man those asteroid would almost have crushed our new windows!" phaser)
So Starbases won't feature any type of firepower byond the Outpost in Fleet Operations. They will have other, more civil purposes. Its your job protecting a starbase, not the starbase's job to protect you!
And once the Borg invaded Starfleet, the 'last line of defense' for earth were three small ships launched from Mars, the Starbase (and we can predict that there are other large orbital structures in the Solar System, like Utopia Planetia) are unarmed or at least irrelevant in terms of firepower (perhaps a small "phew phew, man those asteroid would almost have crushed our new windows!" phaser)

Well, maybe they've learned from their mistakes, Optec! They might be like, "Hey, next time the Borg invade us with a cube, we should have more than 3 dinky ships between Earth and Mars! And notice that no Captains have gone rogue while in a starbase since Kirk!

I doubt they'd risk killing their own people and ship, that is how Klingons do it, not Starfleet.

Earth Spacedock isn't even present, and is on the other side of the planet when they attack, the Borg aren't dumb all the time.

Basic Outpost or refitted Outpost? Refitted is better, these things are meant to be the HQ of entire sectors.
