The Ciadin in Star Trek already?

I don't know if anybody has brought this up before, but I think that the Ciadan are sort of in Star Trek already. In the Next Generation episode, "Schisms" a subspace portal abducts members of the Enterprise to a subspace room where hooded alien fish do creepy things to them. Sounds a lot like the Ciadan to me. Also, since they are aquatic, and the staff said that their ships are based off of crabs...
So, like the Iconians, can we assume that the Ciadan have showed up before as well?

To my knowledge both Ciadan and Noxter are Fleet Ops 'native' factions, which is not to say there isn't always some influence from others

thy don't match the phisical discription of the ciadan, which is mamilian but rather hairless, and also quite phisicly weak

Oh yeah, your right. However, their behavior is similar. Taking people and studying them, without meaning harm, but doing some anyways.

i think this race would be good candidates for the ciadan, they match them in every (publicly released) description except for appearance, so i think it would be nice to tie into that episode.

hehe, yep thats actually a guess Starfleet had too.
Yet, the vague descriptions of the Enterprise officers were never enough to identify them as Ciadan and it goes against the statement, that the Ciadan arrived first in this part of the Galaxy decades later. However, there are some reports that hint to single Ciadan scouts being around earlier, in search for their lost home and Ciadan are known to do some strange genetic experiments, which could lead to strange outcomes. Some of these breeds even serve in their society now. Yet it is very strange for them to have command authority. Many vague information and far too less facts.
As the Ciadan rendered quite harmless and not much of a stellar force, SFI closed the file after a few years. The truth is out there.

No command authorit you say? Hmm...that calls for a very interesting type of game play. Imagine parts of your fleet just turn into NPC's suddenly when certain conditions are not met for the swarm....

By following the guide's apocrypha, the Ciadan seem to be curious "I wanna see what happens if this and that, so I'll try it"-like characters.^^
