1. Can I make a station rank up like a ship? I am planning some turrets that would rank up and could become veterans.
2. Can I do more rank levels than what are in-game now?

1. Yes, it works the same way as the ships.
2. Yes, there is no limit to the maximum rank
3. Borg are a collective conscience. They have absorbed memories form countless assimilated species, basically they already know what they would learn when ranking up and ranks as such do not exist within the collective.
One thing to note when adding new ranks though: every new rank is a different ship. That means if you want it to act like all the the ships in FO (hit/miss chance based on size, bonus damage dealt/taken based on passives, type and range of the ship, etc. ) you will have to modify every weapons and ordnance file in the game.
This is A LOT of manual work. Try to find yourself an editor. I'm using the one that Ketrecel_junkie developed, but it shit the bed when it came to editing weapons (it crashes) so, to implement covering fire for several new ships, I had to edit the weapons file of every ship in the game. It took me 2 days of copy/paste to be finally finished.
Also another thing to note: get yourself TS3, even if you don't have a microphone. Usually Dominos_Noctris in on TS and he likes to help people with modding. I am also sometimes found on TS and so is Defiant, who is also a modder. And don't forget that guide.fleetops.net doesn't only contain a how to play guide, but also a guide on modding. A lot of ODF commands are explained there.

I have TS3, but I figure that if I ask a question here, everyone can see it, while if I ask a question there, only the people in the room get the answer. So if someone else comes along with the same questions I have, they can find the answer given to me here on the forums. I will stop by TS3 if I have some technical problems with modeling or with getting a file done.

We'll do a newspost on Borg experience some point in the future, but we won't be mirroring what the other factions have . Fleet Ops Borg focus on incredible adaptability and flexibility - not on giving specific ships experience.

...And this, kids, is why all my weapons have a base damage. No need to modify it at all, not even for fighters.
