Ship upgrade system

I want to try to copy the fleetops ship upgrade system from the generix for example, but i keep running into the issue of the placeholder buildtime ship not going off before the second replacer fires any ideas?

When i remove the replace weapon from the builder ODF it builds the placeholder just fine
