Borg Freighter passives (FO 3.2.5)

Adds a passive ability from the Incubation Centre to the Borg freighters, appropriate for the avatar: Area board for Assimilate, Area recrew for Optimize. The Incubation Centre passives themselves also have an icon and can be hovered over to show range.
