Early test version of Tryptic's Mod V4

Just as the title says. There's still a lot to do with it. In fact, there are definitely some broken things and crashes in this version. But if anyone wants to test it out and let me know what you think, go right ahead.

Only the Borg and Dominion are close to their "final" code state in Test 1.

The newest addition that may be interesting is the Borg experience system. Borg vessels "rank up" by producing Collective Connections (which will be renamed in the future). Collective Connections are spent on Borg ship upgrades, so gaining experience with your ships allows you to upgrade the entire Borg fleet.

Found the newest version 4.0.2 and it looks good I think you know it already, but here is something I mentioned with the feds:

- the repair ships don't repair
- defense stations need too much space for their small size

yeah, I'll start posting on here when I update it.

I released V4 at the end of a brutal coding sprint and it has lots of bugs, so now I'm releasing new versions weekly to fix them.
