With regard to Klingons in the series - from what I recall, the voices were heavily modified post recording to give that even 'deeper' tone - such as is the case with Worf in TNG.
I just checked Memory Alpha and it looks like the voices were only altered in post production for Nemesis for Worf and the remans. The shows and the other movies actually use their actor's voices as recorded.

I can say that you'll be stumbling over quite some surprises in V4. Even more than just quotes from the shows. It's truely amazing what's going on behind the scenes.

That's a reasonable question. Optec, is this possible with the current scripting in Fleet Ops in general? And if so...do you guys have that in mind... I don't know if this would suit your imagination of the game experience?

Good job! Please put extra effort on the dominion. I like them, but their old voices are terrible. They sound like they are talking from their neck.

I loved the voice acting and i am sure the new ones will be great as well.
There are so many great lines in there right now, but i guess my favourite is "The Dominion is at war!"

Contextual voices are a great idea. As I listened to them, I felt as though something was missing.......Background noise. If you select a unit that is taking fire, perhaps in addition to a voice response, we should hear a red alert klaxon in the background, along with explosions, shield impacts, subspace chatter, panel readout noises, bridge crew yelling battle reports peppered with a bit of panic in their voices.
Also, the unit captain who is "answering your hail" so to speak, might benefit by having a bit more emotion in his/her voice if in a battle situation (except for Vulcan's of course).

Can you re-use audio from Armada, or at least the lines?
I am thinking of a few that I liked, such as "Gre'thor will be paved with their ashes!" or "To the gates of Sto Vo'Kor!"

Interesting idea. It could strengthen immersion. But it's a hell of a job to go through all of them and implement back ground noise that is not repetitive. After a while playing you recognize it and it starts to annoy. But in general I'd be interested to implement a test vessel and see how it feels.

Actually, I'd have some feeling in a few of theirs as well. They may be great at control, but even they have limits. Losing battles and great stress can break them just like anyone else.
If a vulcan can become a murderer from 'severe emotional problems' after losing his ship and friends, then letting a little frustration into their voice is quite mild.
