Just felt like categorizing them for fun. Discuss if you want, but please don't argue too much as this is just meaningless categorization.
Borg: Elitist/Brute Force Faction
Dominion: Spammer Faction
Federation: Mario Faction
Klingons: Brute Force/Spammer/Guerrilla Faction
Romulans: Technical/Guerrilla Faction

The Guerrilla Faction doesn't seem that Klingon, due to the 'at the cost of raw power' part.
The Espionage Faction is definatly a Romulan one, while The Research Faction would be a good Federation one. The Technical Faction also works for the Federation.

It says "usually at the cost of raw power," they are highly Guerrilla IMO because they lack good defense and need to ambush a lot as a result.
Romulans sort of are The Espionage Faction, but I rarely see them actually go to the trouble of building that thing (online.)
Federation aren't research because every other faction has just as good research too except Borg (and Borg get research free when they get around to getting it!!!!) Technical isn't really them either because Feds have good base stats and cheap units, and their specials are good but nothing special compared to the other factions, and they don't need a whole lot of micro to work (so that's all the bases covered, almost entirely against Technical, tho I thought they were at first when I was originally posting). Compared to most other RTSs the Feds are certainly both those (and in the shows they were too), but FO has pretty even researching payoffs and costs.
A lot of it is how you look at things of course, tho I think you should take a second look at Feds being technical.

Other races (except the Dominion) don't have as good research as the Feds; they require 2 facilities for their specials, while the Borg also fall behind slightly due to only have limited slots available. Starfleet also has an easier time getting better ships than the others.

They are also the opposite of brute force, and have more reliance on specials than raw power (Sensor Blackout, Tricobalt Tri-launcher, ect). It's not very pronounced now, but is actually going to improve in later versions.

The Federation will become a bit more focused on "non-traditional weapons". Starfleet always ended up destroying ships with holo-generators, bussard collectors, and stones, instead of their quantums - at least in the special weapons.
