People who make mistakes like this are usually desperate so don't think things through properly, hes a serial offender but if after he commits a crime he gets sent to jail... he gets released he has no choice but to do it again, not really solving anything by sending him back to jail and then releasing him back into society without helping him and giving him some options like employment assistance. Then again he may well be a drug addict and a complete moron in which case there isn't anything anyone can do.
