While the bridge officer candidates, title, and ground equipment are all a bit "meh", the reason it is a bargain is that it contains two versions of a new Federation escort exclusive to the pack -- the Steamrunner class.
The first version is for new characters, while the second is of Vice Admiral standard with 10 console slots. Once bought, the ships are available to all Federation characters on your account.
Like most "premium" ships, it comes with a power granted by a special universal console, the Resonance Cascade Modulator console. The console grants the Team Fortress power which bolsters shield resistances and prevents damage bleed-through for the team.
