What is the Purpose of the Nebula class? Does anyone know? To me it is a ship with a phaser and a pulse (which should be a couple of torpedoes). Is there anything special with the Nebula class strategically?

Mobile sensor array (despite the structure at the top).

...and those pulses do well against enemy destroyers :)

Yeah, but when you do full scan then the ship is defenseless...

Sure it does, but usually I need a ship that  can out gun a turret, or quickly destroy a mining station.

Nobody said it was perfect for all strats :P

The ship does fine for defense because of its speed: stick it in your mining if you wish and you should be able to defend--work with what you've got  :D

The scan is useful when you don't have many other ships to spare, or no Venture (or no Canaveral Probes).

I wouldn't say defenceless, exactly. It still has good enough shields to survive until weapons are working properly again.

The sensor range on that thing is huge.  I always hope I get at least one nebula from my warp in fleet.  Plus they're perfect for holding the line when you need your other, more expensive ships to retreat.  People always slow down to attack the 1 or 2 nebulas that stopped running, which buys you the time you need to get away if you got in over your head or your opponent's buddy arrived to help protect his base. ^-^

the huge sensor range is also good for artillery ships in the back, so they can target things at a greater distance then.

Use of the Nebula's  main strength is its sensors , the  good weapond capacities it has is just icing on the cake.
