Borg Boarding

The Borg still don't beam through shields, the shields have to be down. Is this just me?

Depends on whether you mean Boarding as in regular transport or the special ability.

Yes, all Boarding type abilities are still bugged - the vehicle has to be missing at least one crew for it to work. That includes the Borg Boarding special ability, Matrix Teleport, and the Romulan Reinkaransu special-ops. On high weapons autonomy it can be used successfully however.
