Borg Boarding Problem

I have noticed that when Borg research their boarding ability for credits and then you try to use it it doesnt work.
In the tooltip it says that they can transport drones through the shields of enemy vessles but when u put your cursor over an enemy ship it gives u a sign that it isnt possible.
I might be doing something wrong, but I thought Id post it nevertheless

Works for me (most of the time). It always came across as slightly tempermental to me; sometimes it works, sometimes it doesn't.

The weapon itself does work, because if you have the ships on high special weapon autonomy then they use it automatically (Assimilator + maxed out Auto-Assimilator + Boarding = assimilation beast ), however I've only tried it manually a few times and it's worked each time for me...

In order for it to work the target ship cannot be at full crew at least 1 crew must be missing for it to work. at least that is what i have seen.

It does need 1 crew lost. I couldn't use it against a Mediterranean Class, but after it's crew dropped from 100 to 99, the game let my 10 probes use the weapon on it.
