bug concerning klingon sensor station shields

i encountered the problem that if the klingon sensor station once lost its shields, it never gets them back. and i dont mean that the subsystem is destroyed, but that the shield power simply drops under 0. has anyone else encountered this?

Thinking about it, I had that in a match with dexter the other day - it never occured to me that the shields never went back up...
