Bug with Borg Special

The Boarding special doesn't work through shields. it works when shields are down though.

Hopefully this will be fixed so I can lock on to shield modulations and beam through!

  The borg boarding special works regardless of the stat of the shield. But the target ships must have at least one crewman less.

Trust me the bug is there. And I actualy like this. I think something similar should be implemented. Maybe transport 130 drones to a target that has its shields down. And up the special energy costs too

Yep, the bug is there and it su... 

I think the special is fine the way it is supposed to work. Why shouldn't the Borg have it? It consumes a fair amount of energy and is not so fast to get. It's a good support for assimilation beams, so please fix it 
With shields up it would be pretty useless imo.

yes, there is an issue with this borg special. it has been reported already and is on todo. we are working on a solution. thanks for reporting
