Canaveral Build Time 95 seconds?

I noticed a bit ago in the guide's database section that the Canaveral has an oddly long build time of 95 seconds, but I just recently was reading the changelog for 3.1.1 and noticed that it changed Canaveral build time from 80 to 86 seconds, none of the more recent patches talk about changing the build time in the changelogs.
Is this due to a build time formula change, an error in the Database, a bug, or just something left out of a changelog?

The build time is correct - in 3.1.1 the speed was rebalanced for 3.1.2 which resulted in an increased build time . There are quite a few things not in the changelog - it just covers the majority of changes  . For instance, some Dominion prototypes got slightly more expensive, others cheaper in 3.1.3. Similarly, some slightly cost changes occur every once in a while that aren't reported
