Cascade Feedback still does not do damage for me. To test this I took 16 c-11s on green alert and attacked sabers and Intrepids with Cascade Feedback. They took no damage. The Intrepids had 0 special energy, so the energy drain part of the equation works. I probably should test this against some support vessels, but it should do some damage to regular vessels, if I remember right.
