Crash on install PR 3.0

Trying to install 3.0. Gets most of the setup, and stops during decoding sound files. The one it stops at is c:programfiles...soundsmusicborg.wav. System tells me "The process cannot access the file because it is being used by another process." System is a Vista Home Premium with SP1, dual core, 3 gigs ram. Have rebooted, uninstalled, rebooted again, installed with same error. Any help here?

There are several different help threads already active for this issue. Just search for Vista hotfix etc 

Should be all good in a few moments

Ok...Did the jdpaulas fix. Everything works but music during game play.

Ya do know that 3.0 final is out, right?
