Since it seems no one has posed this question, what about using FO with the demo of armada? if it doesn't work, why? it would let anyone that wants to play, play! and you might even be able to host the a2 demo executable here, allowing for one-stop downloading.
yea, would be great, but it's not that easy. only the retail version of armada 2 delivered detailed debug information about it's executable, which made most of the development made in fleet operations possible at all. these information contain function names and their memory adresses which can be read with most debuggers. other than that i don't know which legal issues arise if we had provided an unlocked armada 2 demo executable that offers the same functionality the full version has.
