Incorrect odf missrates.

Hey ho- I believe I noticed that the Federation mixed-tech K'vort gets a .48 avoidance of torpedoes... but when it ranks up for level 1-5 it loses that... and then gains it again as a veteran. Not sure if many other ships are like this, but maybe checking this might be a good idea
