run FleetOps.exe and nothing happens =(((((((((((((

Hi...  =)
i have download fleetops 3.0 final and installe it with my armada2 cd...  but if i want to start fleetops with dubbleclick on Fleetops.exe nothing happens 
task manager only shows "armada2.exe *32" in processes RAM:4900K CPU:00

i have windows vista ultimate x64, Pentium D    3.2 GHz, 8 GB ram, GeForce 7600 GS

if i set compatibility mode for FleetOps.exe to Windows 95/ me  the game runs...  but if i start a instant action game the framerate goes down and i cant do anything
even to choose a avatar with the mouse cursor is diffculty (because of low fps cursor only jumps from locationn to location)
after that game hangs  =(((((((((((((((((((
