Hmm.  I would try messing with your card settings then.  Maybe switch it from performance to quality or the other way around.

Oh, and try running as Admin and in compatibility mode.

It happens to me worst after loading a game - if you move around the map with the fog off so everything (meaning EVERY type of unit from EVERY player) is brought into visual, it seems to "cache" everything and runs very smoothly for a while afterward.  If you do this regularly, the game runs really well (aside from massive cloaked fleets or explosions).

Any time you escape to the main menu, you have to do it all over again.  I think it's something to do with changing the game resolution on the menues.

Ok, then try this.  Go to your Nvidia control panel, and select the Manage 3d settings option from the list on the left.  Go to the program settings tab, and add FO as a program.

Then, go down the list and click the options on the right and make sure they allow FO to change the settings, and probably make sure the settings are what you want.   It could help, but I"m just guessing right now.

I've experienced this too. I doubt it's an issue with settings as you've got plenty of RAM and a decent GPU and processor. Settings for the GPU usually affect how things are drawn, but not how data is managed. My guess is that it has to do with moving data around between RAM, the CPU, and the GPU. That's why you experience slow downs when moving over units you haven't looked at in a while. The mesh/texture data is probably being moved from RAM or your Page File to the GPU while data about objects that haven't been drawn in a while is moved back to RAM. I don't think there's really anything you can do about this.
