Strange lag issues

A friend and I recently found "Flops" through Tunngle (we were trying to get Armada 1 to play, which failed), and we have been hooked ever since. Curiously, Fleet Ops doesn't seem to work through Tunngle for us, but it does work through Hamachi.
However, while playing games together, we are plagued by lag that shows up out of nowhere, and basically halts the game completely. The "Player is Unresponsive" window does not appear, and I don't see anything that might hint that the game is out of sync; the game is basically frozen, with about 1/2 second bits where it does work that happen every 2 minutes or so.
This usually happens right at the beginning of a game, or halfway through, and it's been driving us crazy. We thought it was due to Hamachi randomly changing to "relayed mode", and it might have at one point, but after changing a few settings, we stay directly connected for the entire game.
When the game runs, it runs perfectly fine. No problems, hardly any lag at all. I'm running Windows 7, while he's running XP.
Any suggestions? Any other details I should post?

Hm, I don't have any idea other than it might be Hamachi's issue - it used to have a lot of connecting issues when we used it a year + ago. However, those were usually with 2v2 games and up, so I am not sure
You're absolutely positive you can't get Tunngle to work? If you got on A1, you should be able to get on FO - what exactly was the issue?

We couldn't see each others' games. We could each see other games, though.
For Flops, Tunngle doesn't show me any games at all, although my friend can see them.
I really hate networking, it never makes any sense. I port-forwarded, enabled everything that anyone ever said needed to enabled or disabled, and stuff still doesn't show up...

Have you tried Manual IP with Tunngle? I can't imagine that seeing him would be due to any reason other than incorrect forwarding or firewalling etc (you did check your firewalls right? )

We have. For some reason, it does not show up. I've made every exception to my firewall and router, or, in some cases, simply turned it off. He has made all adjustments to his as far as the game has prompted him to, although we're having trouble figuring out what his router ip is, but I cannot see any reason why it would work sometimes and other times not.

Have you tried seeing if other players can see your game?
