Here's an odd little story.
I only recently reinstalled Armada II because this mod came to my attention. I'm running Windows 7 x64 RC, which I suppose may or may not be the source of this problem for me, but I'm assuming not because Google has shown me a few old threads here about this issue from others running older Windows builds.
'You need your own CD to play.'
I received this the first time I installed the mod and the 3.05a patch. It was late at night and I simply gave up and went to sleep. The next day, after a little bit of tinkering with Bridge Commander for the sake of some of its mods, I tried Fleet Operations again, for the hell of it, and behold! Success.
I played for a hypnotic two hours before moving on to other matters. The next day, being today, it returned: 'You need your own CD to play.'
I've just spent the last three and a half hours stressing out over this. I uninstalled and reinstalled many times in several different ways, I made sure it was cleaned completely out of my registry, I did everything I could think of, all the while wondering, 'What the hell changed? I haven't touched it!'
But just a few minutes ago, I remembered that yesterday I had the Bridge Commander disc in one of my two drives while playing. In a last-ditch attempt, crazy as it seemed, I popped in BC.
It works. While somehow unsatisfied by my Armada II disc, Fleet Operations is quite happy if I pair it with Bridge Commander.
Go figure.
So, for anyone experiencing this error: if you own Bridge Commander, give it a shot. You do need to have Armada II inserted at the same time, so it's not exactly the most accessible solution, but it does work.

interesting, have you tried to put the armada cd into the other dvd drive?

From what I can tell, its happy with any ST Game plugged into the DVD Drive.
It doesn't make any sense...

wierd..., you now the armada 2 cd has a bridge commander demo on it, and they are very closely related. I wonder if it just looks for some startup files that happen to be the same on both CDs. They are made by the same company.

this is unlikely. the armada copy protection works with an hidden audio track on the armada cd drive. as far as i know they used different copy protection systems with bridge commander and starfleet command. i assume something else with the copy protection doesn't work correctly on some systems. as saerain wrote, this issue is not a new one, it probably something fundamental. i'll take a look into the copy protection stuff and see if there is an issue.
an armada 2 1.1 nocd patched exe may fix the issue for you. fleet operations plays fine with nocd patches, even in online games.
