Unable to Build Borg Resource Facility

Hello, everyone. I'm a new guy.

Maybe I'm just phenomenally thickheaded, but in V3 I can't seem to build any facilities to drop off resources gathered by my Resource Assimilators. There appear to be certain construction options missing from Borg GUI on the Borg construction vessel: link.

So, what's wrong? Am I just dumb or is there something wrong here?

You can build a resource node using resource assimilator.
