I can't be the only one that thinks that the best way to differentiate the different UFP avatars is to make them chiefs of different parts of SF...
One is from Star Fleet Intelligence (who in the books is Uhura)
One is Strategic Command (Alynna Necheyev)
And the last from Starfleet Operations (Ross)
Sure we change the people to fit the regional storyline of FO, but i think delineating them as being from different branches is a good idea :-P
Same thing for Romulans, One is from the Tal shiar (even Sneakier), another is an old guard naval officer (brute force tried and true tactics), and the last is someone innovative from the Dominion war generation, someone shinzon like.
Klingons: Home guard general (defensive), Expansionist fleet(offensive), and how about a reformer someone who refutes the whole dying is an okay way to win idea?
Dominion: Son'a, Breen, Pure tech.
Borg: Assimilation, Optimization, Obliteration.

I like that and all of those work except the klingon one. Any klingon who had this opinion would be seen as a coward, possibly a romulan collaborator!

Not all Klingons are honorable warriors. Not all care if they are seen as cowards, either.

Romulans: Both Avatars are generals which is more of a political position than a military one. One of the only 2 Romulan Generals took orders from Commander Sela, the other was the Attache to a Senator, and replaced her after her death. Soooo yea, poor rank choice.
General Mijural: Shrikes are very Tal Shiar, but what about the Cehlear is spy like? Also Double Tavare implies a heavy hitting fleet. So a confused message here.
General Helev: Bonuses to Tal Shiar ops here, but his ships are both more like a hit and run sort of leader. So also a mixed message here
--Mixed message, no clear Intel person etc.
Klingon: Neither of these Avatars is dignified with a rank or position, even though we know Martok is Chancellor, we also know females arent allowed to sit on the high council, so shes not that either.
Martok: Should be all about the relentless assault and close quarter combat and his ships suggest that, but he had bonuses to defenses and boarding parties?
TaQ'roja: She's actually perfect. Very clearly the expansionist. Long range, faster mining ship building. Yea, she works fine as the expansionary fleet leader... even the torp replacement works with that idea.
--Still no atypical klingons...
Fed: pair of admirals is cool, perfect rank for it too... But why human centric
Mayson: Defensive attributes mostly but the norway doesnt really fit a defensive role very well. It cant suck up damage worth a damn. I'd say make him your Strategic Command person. Big picture, good defense kinda guy... Maybe give him a real artillery ship.
Risner: Offensive stats everywhere, but, Carriers like the Avalon, are hardly useful offensive weapons in their current incarnation. So that doesnt fit either. For someone to fill a Tactical role, theyd need real defense breakers.
--Better, but still muddled.

If i may make a point: Risner appears to be a Trill. Also, i suggested an idea that would completely clear up the problems with fighters and make them very useful. I propose the following to make risner more appealing:
* make the phalanx a defensive battleship of some sort
* swap the phalanx for the norway.

Risner a Trill ? Well maybe it has something to do with the fact it´s a picture of Jadzia Dax.

You might consider reading the background story of each Avatar Hawkshawk (I believe most of them are discussed in the forums at some point). Optec had a specific reason for including each avatar I believe, as they played a role in the RPG that FO was based off of. I'm certain that once the Wiki is up, we'll get more info.
