Further explanation please, can't really follow you.

Anyways, AI doesn't really care about mining anyways, due being scripted.

if you see the A.I. have a moon pair, they will have a mining station and 3 miners.

those miners will keep changing from mining dilithium to tritanium and back and forth.
so if the moons were positioned further away the ships would take longer for them to get to.

tho i didnt know til you said the A.I. doesnt need it as its scripted. does that mean its purely aesthetic?

Not purely for looks, some mining is needed. Most of their resources aren't needed because they have a massive reduction on costs.
