you can build them at home with perfectly legal parts.

they can't really do much more than pop balloons, although I guess you could go around damaging people's eyes.

it's technically a laser, a sci fi stalwart for years.

Just to note, certain countries and certain states have legality issues associated with those types of lasers. They can do serious damage to skin, eyes, etc as well as of course aeronautics, so be mindful of that . That's probably a class 3b laser, which means even reflections off specular surfaces are dangerous to the eyes.

then again, if the police start causing hassle, you can always shoot them with laser while making phaser sounds.

While buying strong lasers can be difficult, they are usually easy to find in consumer electronics like blu ray players. that's probably where the guy in the video got his blue laser diode.

just google it, tutorials exist for putting bluray laser diodes in torches to make similar devices. all he's done is mount that into a plastic phaser toy and added a device that plays the phaser sound (if that wasn't added in post). the actual technology required will easily fit inside the ample space of that phaser toy.
