The Tereanans have developed a method of countering Borg graviton torpedoes. Tests in Tereanan research facilities show promising results for something called a "graviton dampening field" that greatly reduces the damage received from graviton torpedoes. This dampening field should be deployed only after the shields go out because it'll require you to reroute power from the shield generators.
Tests show that if the dampening field is in use at the same time that the shield generator is in use, then the shield generators and the dampening field generators will overload each other, possibly causing the ship to explode. However, during an unexpected field test, these dampening fields have proven most effective against the graviton torpedoes. They also seem to be very hard for the Borg to adapt to as it takes a massive amount of energy from graviton torpedoes to counter the dampening field. After careful review by me, my senior staff, and Starfleet command, we feel that the technologies detailed are too impractical to implement. We determined that despite the benefits of the armor, it's maintenance is quite costly as is its production which we determined is quite dangerous in the first place. Additionally, our analysis shows that very few existing vessels will be able to take advantage of this armor which would require much stronger space frames and additional power to structural integrity systems to ensure vessel stability. Only the largest and newest vessels could take advantage of this. Design changes would take too long to implement and would cause delays in production which we cannot currently afford.
The Romulans may be willing to experiment with singularity power systems, but we are not. They pose too great a risk in our opinion.

Romulans already have singularity technology. Besides, the transmission about singularity technology was only sent to the Federation.

Romulan Vessel - It could have been a calculated risk that someone took. And you are the primary suspects. Romulan vessels were nearby, so the weapon was used.

Sensor logs also show residual trails leading away from the outpost that have signatures that do not conform to any known technology. The Mountshining fleet has been assigned to follow those trails and track down those responsible for the destruction of the outpost.

It'll help to prevent the Borg from detecting your vessels or getting accurate target locks. We also recommend phasing your shields to greatly reduce the damage received by the Borg weapons.

The loss of Starbase 3165 two days ago is quite disturbing, as is the disappearance of two Romulan warbirds and the subsequent appearance of two more. Even more disturbing is the detection of Omega; the Federation knows of only one species which has successfully stabilized the Omega molecule, but even they were unable to prevent an accident from obliterating them. Not even the Borg have been able to stabilize it; the thought that there is a species powerful and advanced enough to do so is extremely disturbing and could pose a serious danger to the progress we've currently made against the Borg. I believe that the loss of the station and the disappearance of the Romulan vessels are both the result of actions by a third party.
However, to our knowledge the Sigma Tauri sector is lightyears from any habitable planets. In fact the only notable feature is the Sigma Tauri system which contains the only known naturally occurring Class-S super gas giant. So if there is indeed a third party at work, their origins are shrouded. Although, curiously the Midas array has detected what are believed to be artificial power signatures from a system only 30 lightyears away. Although that system has never been mapped, long range scans indicate a single-star system with five planets, one a gas giant. Although nothing beyond these faint readings has ever been detected, given the proximity of the system both Starfleet and I feel it should be examined.
We are currently en-route to the location of Starbase 3165 to examine the aftermath. Hopefully the Terranans can keep their guns in their holsters long enough for us to get there and quell the Romulans.
On a different matter, it would appear that Starfleet has either dropped the ball or is choosing to be anal and has yet to assign me a new first officer after some big time admiral took notice of my former first officer. Rather, I should say that they shoved a pile of records at me and told me to pick one; the problem is that all of the candidates they gave me might as well have been right out of the Academy. At the present time, I cannot afford to have some raw neophyte for an XO, I need someone with more experience. So, with that in mind, I have decided to choose someone who has been onboard the Hime as a bit of a guest for almost a year. We picked her and her rather gung-ho companion up on a planet near the edge of the galaxy after responding to a distress call and she has since proved invaluable. She clearly has command experience and the crew trusts her, as do I. Thus whether Starfleet likes it or not I will be issuing a field commission of Commander to Cortana Winter.

Tereanan Command - Scan the vessel for any traces of the Omega molecule. If it does have Omega onboard, you are to ask them if they are responsible for the attack on the Federation outpost. If they say that they are responsible, warn them of what will happen if any more of these attacks ocurr.
Mountshining - What if they don't claim responsibility?
Tereanan Command - If they don't claim responsibility, then return to the coordinates of the outpost. We'll send fleets and setup blockades along the Tereanan, Federation, and Neutral Zone borders. If they don't claim responsibility, we can't do anything. If there are anymore attacks with the Omega molecule being used as a weapon, we'll catch them red handed.

This is the Mountshining. We've taken heavy damage to the forward section of the ship as a result of a battle with the Borg. They were using anti-neutronium warheads against us. We expected graviton torpedoes, so we charged the shields with anti-graviton particles. There's not telling how effective the maneuver was because they didn't use the graviton torpedoes. It seems that the Borg can't make very many anti-neutronium torpedoes, so only a couple vessels will be armed with the technology.
We found the vessel that is responsible for the destruction of the outpost. We're transmitting you the energy signatures of the vessel, the vessel configuration, and tactical scans of the vessel. Also, if they decide to use the Omega torpedoes, we need to be able to neutralize the torpedoes so that when it hits, it'll won't do any damage.
We're going to try to repair in the field by using our transporters to replicate the Neutronium. We're doing simulations now. We might need a few repair ships on the scene and plenty of support ships. Next time that there is a battle, we may be fighting both the Borg and these new people.

The torpedo feeds off the power signature of whatever it hits to increase it's yield. The more power the vessel has, the bigger the yield. Subspace fields are usually used to reduce the damage caused by singularity torpedoes, but since a subspace field couldn't be created because subspace was destroyed in the area of battle, the Borg had no defense against the torpedoes.

We have arrived at the site of Starbase 3165 and our initial scans confirm the use of an Omega particle based weapon. Subspace is a mess, fortunately the transwarp drive seems to still work. We estimated the radius of the blast to be approximately 1.5 lightyears. That means, however, that the species responsible have the ability to fire this weapon over an extremely long range. It's that or they're suicidal. We have also confirmed that there were no remains, of the station or otherwise.
We are currently en route to source of the power readings we have recorded over the years. Unfortunately there isn't enough data to be able to make any judgement as to whether this unknown object is in anyway connected to these new aliens. Either way, the fact that there is an alien species near Federation space which is willing to destroy a science station of another species for the purpose of a "weapons test" is appalling.

Transporter Chief - We've had a 98% success rate at using the transporters to replicate the Neutronium. But we can only replicate 1.3 kiloweights of the stuff at a time at minimum time intervals of 28 minutes. Any faster or any more than that and the transporters will blow out.
Captain - What if the process fails? What type of harm will it cause the ship.
Operations - We only need a level 6 forcefield around the transporter pad. If the process fails, the resulting explosion will cause damage to the pad and the walls around the pad, but the forcefield will contain the explosion. Any damage caused would be confined to the transporter pad and the pattern buffers. Repairs would take about 8 days.
Tactical - We'd have to use every transporter on the ship for 5 days to produce enough Neutronium to make sufficient repairs.
Captain - Have you tried using the super transporter that's often used to transport escape pods from destroyed ships.
Operations - Yes we have. But if we loose that one, we won't be able to mount rescue operations quickly enough. I advise against using the super transporter.
Captain - Agreed. Start work on the repairs. Make the weapon systems your top priority. If we do have another engagement with the Borg or if we engage this new species, I don't want to be short on firepower. Also, find some way to reduce the effects of the anti-neutronium torpedoes. If the Borg use it again, I don't want to be caught off-guard again. Dismissed.

If we do have another engagement with the Borg or if we engage this new species, I don't want to be short on firepower. Also, find some way to reduce the effects of the anti-neutronium torpedoes. Operations - It is logical to assume that the Trakans will have more vessels coming to secure the molecule after the battle is over, assuming that there is a battle at all.
Helm - It would take dozens of Trakan vessels just to put a dent in our shields. They're no match for a fleet like this.
Operations - Just because one fleet was no match, doesn't mean that another fleet will be no match. They may come with a fleet composed of stronger ships.
Chief Weapons Inspector - Captain, how many chroniton torpedoes did we fire at that Borg fleet?
Captain - None, why?
Chief Weapons Inspector - There are almost a dozen chroniton torpedoes missing from from the right wing torpedo bay.
Captain - WHAT!?
Chief Weapons Inspector - Not only that, but there are trace amounts of energy signatures consistent with a transporter. The energy signatures are Trakan.
First Officer - How could they beam a dozen torpedoes off of our ship without us knowing it?
Tactical - Perhaps they used a dampening field to mask their transporter activity.
First Officer - Something tells me that they're not waiting at the edge of the subspace ruptures.
Captain - Run graviton tachyon scans of this entire region. We're going after those torpedoes!
Operations - The vessel should be approaching the edge of the subspace ruptures by now.
Captain - Notify the fleet that we're going after a torpedo thief, but they are to remain where they are.
Comm - The fleet has been notified.
Captain - Set a course to the edge of the subspace ruptures at full impulse. Run continual graviton tachyon scans.
Helm - Course laid in.
Captain - Engage!

Tactical - There's nothing on scanners. The fleet reports that there are no vessels in this area besides Tereanan and Federation ships.
First Officer - Any sign of an ion trail?
Operations - Yes, but it's very faint. And erratic.
Captain - Fire a single chroniton torpedo where the trail ends, minimum yield.
Tactical - Torpedo away.

The torpedo passes the coordinates of the end of the ion trail and keeps going.
First Officer - Impossible, how could they have eluded our sensors?
Operations - Perhaps they used a dispersal field to scatter our sensor readings. Compensating.

Captain - Return to the fleet. Notify Tereanan Command of what happened.
Tactical - Should I notify the Federation that the Trakans have Tereanan chroniton torpedoes?
Captain - Yes, notify the Federation that the Trakans have our chroniton torpedoes and notify them to charge their shields with anti-chroniton particles to counter the torpedoes. The field won't stop the torpedoes, but it'll significantly reduce the damage. I have a feeling that next time we engage the Trakans, they'll be a lot harder to defeat.
