But the Ent-B was a brand new ship, why would it be a refit?

It wouldnt be a Refit per-see It would have been built from scratch to conform to the re-fit style.
My take on it is
Normal Excels = Block 1 thousands built a few were re-fit to Block II standard re-fit was considered to costly. The other Excel Block 1's were interior and weapons re-fit only.
E-B = Block II only a few built due to the construction being to expensive to undertake
My reasoning is the E-B was the first ship to be of the "re-fit" style the Ambassador class was already in design and development stages When the E-B was built. The Admiralty was all exited about the Ambys and wanted them. They were not into the Excels anymore so they didnt want to spend anymore resources on the Old pew pew they wanted shiny new Pew Pew

That part I'm not so sure about; Admirals favor Excelsiors over the Galaxy and Nebula Class when they were new, Ambassador isn't likely to have stood out any more than they did when new.

i should have specified which branch of the admiralty you have your Command Admirality your Fighting admiralty (that actually like to go out into battles) and your research and development Admiralty that oversee procurement of Pew Pew the R&D Admiralty wanted the Ambys

ships can be built to refit standards. like rhienns and generix, u dont have to build stock then refit (assuming the cost issue gets fixed)

I don't know I like the ships aviable to be honest. Like the new excelsior II's tho I dont think they are in starfleets arsenal, but then again....choices need to be made

I believe the canon reason "lore reason" that the excel I endured so long is because it was so all-around useful and easy to construct.
I assumed that the Ambassador and the Constellation were newer ventures into more complicated and powerful designs, but not ones that were readily available / producible in the manner that the Excel I was .
For real life comparison I refer to the Soviet T-34 during WW2. It was cheap, sturdy, powerful, capable, and produced continuously right up until the end of the war even when more "powerful" and complicated design were available and being built.

Constellation Class: Late 23rd to Mid 24th
Excelsior Class: Late 23rd to Late 24th
Ambassador: Mid 24th to Late 24th (at least)
Well, as long as they don't try and put in a transwarp drive.

If the Constellation was newer, that wouldn't explain why it has the same component design as the Constitution and Miranda Classes. It looks like it comes from their era.

The constellation looks like the engineers had a bunch of extra saucer and nacelles so they quickly came up with a ship that used all the parts in addition to a few advanced features such as weapons. The Excel was a ground-up future-proof design.
It's like comparing a budget pc with a full-on gaming pc. The budget pc may use newer, less powerful parts but it still may not last as long as a gaming pc built with last year's top-of-the-line components.

Why does everyone forget the USS Repulse? Time and again she was on the front lines of the Dominion Wars. Time and again, she survived the battle. She's outright one of the oldest ships in Starfleet (her registry number puts her in the early Excel production run) and apparantly one of the hardest to kill.
Whatever Starfleet and her crew have done to her, I want it done to all my warpin Excelsior. Screw Lakota-refit, I want Repulse!

When luck and skill continue though multiple crews and for that long, it becomes more of a legacy. Of course, I think the Repulse is a veteran or even veteran+ ship. Very, very, very special anymore. Crewed by survivors, modified to survive, built to last!
